You cannot "get around" the by-laws. They were drafted for EVERYONE'S uniform benefit.
More importantly. your real estate agent had an obligation to provide copies of the by-laws, other HOA documents, and property disclosures very early on in the purchase process.
You probalby agreed that you received these and found them acceptable within a given time constraint. It is now immaterial that you only now have read them.
Under the circumstances, I would begin looking for a good home for one of your dogs. Make sure it is one that you can visit on occasion. Good luck.

No. Everyone is required to abide by the rules regardless of whether they are aware of them or not. Ignorance of the law does not exempt anyone from it.
Sometimes in the bylaws they state how many animals per person. If this is the case you can claim that you support other individuals and they are not your animals but they must stay at your house.

You're reading I was not given a copy of the bylaws at closing on my townhome, and I am over the pet limit for dogs. Is there any way I can get around this so I don't have to get rid of one of my dogs?

You didn't say what state you live in, but in Texas the law is that you must receive a copy of the HOA bylaws at closing. I believe, too, that it is the title company which is responsible for including that document with your copies of the other legal documents.
