Is it ok for fish to swim? Yes, of course it is ok for kids to self pleasure UNLESS it is inappropriate (i.e. all the time, in class, in public etc). Surely it is quite normal, and we should not make them think that they are freaks for doing it?

Yes. Most do. Boys & girls can experience 'regular' orgasms at any age, although boys will experience 'dry' orgasms prior to puberty. Be sure to help them understand that it's healthy & normal, but that it's something that should be done in private.
