Hello! The WWE producers assign wrestler rankings by their marketing value and plot value. Just like soap opera producers bring characters in and out depending on their usefulness to the script and popularity (or hatred) at the time with fans, WWE producers assign rankings and decide who wins/loses matches based on the overall plots/feuds/storylines they are proposing at the time.
