Shut it down. Stop flirting, tell him you need him to stop flirting with you. Next time he does it, say loud enough so your parents can hear: "I'm your sister, you aren't allowed to flirt with me! Ewww, creepy!" Make it a joke, but make sure everyone hears it. That should put an end to it.
You need to take it seriously and try to get him to stop. There are lots of examples of stepbrothers who take advantage of their younger stepsisters. If he doesn't get the message that he needs to stop, he might keep pushing it further, and eventually force you to do things that will make you feel very bad.
If he doesn't get the hint, tell your parents, together, that his behaviour is making you uncomfortable, and ask them to talk to him about it.
