Yes, steroids can enlarge the clitoris...they also put hair on your chest and (potentially) cause growth of facial hair, hormone imbalance, hair growth on the body, rapid and large decrease in breast size, weight gain, and other negative effects. One of the most common reasons for steroid abuse among women stems from the belief that an enlarged clitoris will grant them heightened sexual pleasure. This is not so.
