Then you need permits (in most places) then you need to supply sewage, electricity and water - to individual trailers and to fire hydrants. perhaps even gas as well to individual lots. Lots have to of X size by X size depending on the size of the trailer and building/fire codes of the local area. Access streets/roads have to meet local code as well. Trailers are known to be tinder boxes on wheels. Thus there are restrictions on how close they can be to one another.
