What happens when a letter is returned to sender due to improper postage? Can you just add the additional postage needed, or must you put the letter in a new envelope and start from scratch?

It depends. Most of the time you will get it back quickly with a friendly reminder to add more postage. Occasionally the stamps may be canceled before they catch the insufficient postage, in which case you have to pay all of the postage again. If the stamp(s) don't have any markings on them than you can use them again.
