The National Security Personnel System (NSPS) is the management and compensation system for civilian employees of the U.S. Department of Defense as of 2010.
Origin
The NSPS was created for the Department of Defense by Congress in 2003, replacing the General Schedule pay scale that is used for most other federal employees.
Pay-for-Performance
The NSPS system allows civilian employees of the Department of Defense to receive pay increases, bonuses and promotions based on performance ratings.
Employees Covered by NSPS
Approximately 30 percent of the employees in the Department of Defense were covered by the NSPS system in 2009.
Opposition
Unions representing federal employees, among others, were opposed to the system and lobbied Congress for its repeal.
Repeal
The National Security Personnel System was repealed by Congress in October 2009. The Department of Defense must end the NSPS system by Jan. 1, 2012.
