    For both Windows Vista and Windows XP, you must have Service Pack 1 (SP1) or Service Pack 1a (SP1a) to upgrade to Service Pack 2 (SP2). Microsoft recommends installing both Service Packs for each operating system, and the installations must be done in order.

    On the Other: Windows XP Service Pack 3 Upgrade Is Different

    In order to upgrade to Windows XP Service Pack 3 (SP3), you only need to have SP1a or SP2 installed. Both are not necessary in this case.

    Bottom Line

    You can't upgrade to Service Pack 2 on Windows Vista or on Windows XP without first installing Service Pack 1 or Service Pack 1a.
