On the Other: Witch Hazel is Often Diluted
Many companies that manufacture and sell witch hazel dilute it so the greater majority of the formula is actually alcohol. Alcohol is not a good toner because it very drying.
Bottom Line
If you want to use witch hazel as a toner check the ingredient label on the bottle before buying it. The Witch hazel you want should have an alcohol base of only 14 percent.
