If a cat is healthy and has all its claws, then there is nothing to stop it from climbing a regular, plain vinyl fence. The sharp claws are able to stick into even the tight weave of a vinyl fence's surface, and if there is nothing at the top of the fence, that cat will be able to climb over.
On the Other: You Can Make It More Difficult
There are devices on the market that are made to be attached to the tops of vinyl and other materials. These devices (usually made from metal) stop the cat from surmounting the top of the fence, even if it has been able to climb up all the way to the top.
Bottom Line
Vinyl is a material that healthy cats can climb. If you need to keep your cat within your vinyl-fenced area, try attaching a device to the top of your vinyl fence.
