Cars with salvage titles are worth less than comparable cars with clean titles, but salvage vehicle owners often pay similar insurance premiums. If a salvage vehicle is totaled, the insurance company will pay the car owner based on the "salvage value" of the car -- even if the owner has paid high premiums.
