Bag-less vacuum cleaners give you the ability to not only see the dirt collected, but also to know when the dirt needs to be emptied. This is beneficial because you are keeping bags out of the landfills, and if you accidentally vacuumed something up it would not be hard to find. You would also spend much less money over the life of the cleaner by not buying bags.

When you remove and empty the dirt cup you may release some dirt back into the room. You would also need to clean the dirt cup, and also the filter and tube that the dirt travels thorough to get to the dirt cup. Often times the tube the dirt travels through is longer and has more turns, which trap things like pet hair.
Bottom Line
The better choice would ultimately be up to the consumer. To save money both on the initial purchase and during the life of the cleaner you would need to purchase the bag-less cleaner. The occasional puff of dust or dirt that comes from emptying the dirt container is easily fixed with care when emptying.
