It means consumption in thousands of gallons. In other words: How many thousands of gallons of water did that particular person, family or business use during that particular period of time AND at what rate per thousand gallons? Printing "0"s costs time and money. It's A WHOLE LOT easier and less expensive to print 26.4 than it is printing 24,700. Those two extra 0s may not seem like much, BUT when you do it over and over - tens of thousands of times if not more - the company's savings to print those bills may be significant.
