You can probably choose your own ratio -- I've seen many different combinations. But the most common would probably be what is called "chair rail" height.

"To determine the height of your chair rail, measure the height of the ceiling and divide it by three. The general rule is that the chair rail should be about 1/3 of the way up from the floor (between 32" and 36" for an 8' ceiling). You can also slide a chair up to the wall and mark where it will hit on the wall. "

That really all deepends on what look you are going for. I used to be a custom design painter, and what I've learned is that you really need to just decide on what you want the room to feel like. Is the room decorated with a more rounded or eased look, or do you see more sharp or tight corners in what you have, or have decided to have in the room.

Usually, when the 2 tone look is used, however, there is a chair rail involved, so the traditional two tone is with the dark color about 3 to 4 ft. from the floor, and the light color on top.

I say play with it a bit. Take a section of "practice wall", and just play with different ideas until you see one that you like. Just be carefull with very dark colors like black, darker browns and greens. They can be very unforgiving when you try to cover them with a lighter coat.
