It's like saying, "that's magnanimous of you." However, it's a racist expression. The idea is that only a white person could be magnanimous. It's also used sarcastically, to mean the exact opposite.

My grandmother used to use it a lot and when she used it was a pejorative meaning the person 'thought' he was doing the right thing acting in a naive manner, or doing something from which they knew they would receive credit or attention...not that it was a good thing. It was a put down to mean you were acting uppity, better than another person.

You live and learn! I'm English and I've never heard it used in England.

It's not a compliment at all... I will leave it at that.

Its a racial insult directed at the wealthy and the clueless. It means that the person is being condescending and arrogant, clueless and assumes that whatever it is of themselves that they offer, even if it is a steamy pile of poop, that just because its theirs, its something someone needs or wants? Like the rich or the famous living with native tribal people for a week and saying how it was a great experience that changed their lives but only because they get to go home to their mansions. The indegionous people get to stay. "Mighty white of you sting!"
