The wires that make heated floors work are insulated, and the system itself comes with limiting factors to make sure that the wires never overheat while warming the floors of a home. Additionally, for wires installed in concrete, the material of the floor itself protects people from possible negative effects.
On the Other: Accidents Do Happen
No matter what precautions are taken, accidents do happen. Electrical surges could damage the heated floor system, and a poor installation job could accidentally strip the insulation.
Bottom Line
Properly installed and managed radiant heating systems are perfectly safe. Taking additional safety precautions like installing a surge protector can't hurt, though.
