Restraining orders are easy to get and requires no evidence, so that claim means little to nothing. In November, a New York man, dressed as a woman, got a restraining order issued on himself, even though he used all the same info on both the petitioner and respondent lines. A New Mexico woman got a restraining order against David Letterman for harassing her through the TV while his show was on. It cost him $10,000 to get the order set aside.

As for can he, I would say yes, and should.
