Is dry skin a conductor?

Well not really. Everything is a conductor, more or less, but dry skin has a high resistance. Here's the test: I just tried to measure my own resistance: On a not noticably damp palm, across a distance of one inch, I got a resistance of 1500000 ohms. On the back of my hand I couldn't get a reading at all (more than the maximm my meter can detect at 1999000 ohms).
