Yes. Unlike some people here, I rarely am in anything resembling an urban area.

I use them around where my parents live because there are alot of roads there with nothing but trees around. There are deer back there and unless you use the high beams it's hard to see.

Not very often,for where I live it is often foggy and high beams make it harder to see.

Not really, I see just fine with low beams and I'd rather not accidentally blind another driver when I forget to dim the lights.

I rarely use them, but my husband uses them constantly, saying he can't see very well at night. I always see the oncoming cars flashing their lights at him because he forgets to lower the beam as they approach - sigh

Yes it is required in the UK to use Headlights/Highbeams when there is no lighting on roads. When there are streetlights, normal beams are ok without streetlights like a lot of motorway you must use Headlights and keep flicking them up and down not to blind people either ahead or coming toward you. Remember the roads here are very much narrower than in the States

When it is cold... :-) Guess I should explain - in Oz, when it is cold and your nipples stand on end, they're referred to as your Highbeams... Use highbeams in the car all the time here! Such huge expanses of empty countryside and roads with zero lighting.
