One of the ingredients in Bio-oil is vitamin E, and according to acne-resource.org, vitamin E helps increase the effectiveness of vitamin A, or retinol. Decreased levels of retinol causes oxidation, which in turn has toxic effects on cells. Assisted by vitamin E, retinol regulation does help with acne.
On the Other: Bio-oil Is A Treatment For Scars
Bio-oil is not meant to be a treatment for acne. It does reduce the appearance of acne scars and other scars. In addition, Bio-oil contains mineral oil, which does not allow skin to breathe, and it can clog pores and cause worse outbreaks.

Although Bio-oil contains vitamin E, which is a key factor for the reduction of acne, Bio-oil's other ingredients minimizes those effects and can make acne worse.
