You should feel honoured if your cat shows you his stomach, I heard a cat feels vunerable when laying on his back to show his belly and will only do it when he trusts and knows the people around him well. He loves you and wants petting :)
When my cats do that, they usually want to play or get a belly rub.

my cat does this quite often on our tiled kitchen floor, and he wants his belly rubbed. If I don't do it quickly enough (or notice him if I am busy) he "fusses" at me with meows, yowls, and other little noises. Sometimes he gets up and walks closer to me and tries "flopping" down again to get my attention.

He either wants a play, a stroke or some food :D
The cat wants you to pet him or feed him, probably feed him or else.
