No you can't. The mixer will make a big glob of dough/butter. The recipe wants you to 'cut the butter' so that it will end up in little pieces and the dry ingredients are still the dry ingredients.

Yes, you can. I've done this for my lemon-poppy seed scone recipe for years. I found it helps to slice the butter up into pats (similar to what you get at restaurants) before you toss them into the dry ingredients for mixing.
