Why is there brail on drive through atm's?

The same ATMs used at drive-throughs are the ones used at walk-ups. Instead of making different machines for both locations, they just use the walk up ones which already had the braille for blind people (who are perfectly capable of walking and locating an ATM as opposed to driving).
