    From my research: Texas Rangers, Seattle Mariners, Tampa Bay Devil Rays, Houston Astros, San Diego Padres, Colorado Rockies, San Franscisco Giants and Milwaukee Brewers have never won a championship. Washington Senators won it in 1924 but obviously the current team transferred from Montreal(which was a new team) and this franchise also never won a world series championship. As mentioned the Giants won when they were in NY but never in San Franciso.
