I would say not, what with the amount of secrets. Shame is the main factor in covering up all kinds of nasty things. But shame is always an afterthought and doesn't really stop the nastiness.

parts of it are but if you go back in history has pretty much always listed some in society that are without shame and or morals. +

Religion has shame as a pillar. It is a very unhealthy thing. It helped create a sick society.
