It stood for something like High Altitude Artillery Research Project. It was an attempt to find a low cost way of launching small payloads into near earth orbit or to very high altitudes with out the use of expensive rockets. Some of the payloads were designed to study the atmosphere by releasing particles or gases to observe the interaction with the atmosphere. Last I heard it was discontinued decades ago.

It's a bunch of satellite entenna that transmit some kind of signal to interfere with the environment some how. Why, I don't know.
