If a person is making an honest attempt to pay a hospital bill and making regular payments, can the bill be sent to a collections agency or can wages be garnished? Also, is it true that they cannot refuse a payment?

    In talking to my lawyer that depends on state law. Im my state as long as someone is making a good faith effort to pay a bill they have no right to take it to collections.The only way wages could be garnished is if it were taken to small claims court first (In My State). In this state they cannot refuse payment either.
