"Withholding information" isn't lying; it is CONCEALING, and that's not lying, either. Lying is the deliberate and intentional issuing of misleading or false information to another person. +5

It is not the SAME thing but the effects of it and motivation for it can be just as bad. Personally I believe they are not equally bad in a moral or ethical sense. . Legally I'm pretty sure they are considered different things unless a person is under oath. . Spiritually is your problem and as an atheist I am punting on religious views.

Technically speaking, no. If you have a conscience and you cannot alter the story by withholding critical selective pieces, then yes it is lying.

I think NOT. It is omitting information not falsifying it.

If you know that by withholding certain details you will be misleading the person to whom you are speaking, then yes, it is considered a 'lie of omission', whether it is for their benefit or yours. This is why in a court of law one is asked to tell the truth, the whole truth, and nothing but the truth, to avoid any misunderstandings.
