Yes. The city is built for people who have a car. Things are far apart and public transportation is not good. The Eastern cities were built before cars. They have good public transport and things are closer together.

Yes, but you will regret it either way. Having a car means being stuck in traffic, parking tickets, insurance, etc. Not having a car means you have to walk in the hot sun, take the lacking public transportation, and inhale the smog.
