In 1967 Israel attacked the USS Liberty in international waters. 34 US Naval personnel were murdered and almost 200 were injured. President Johnson prevented other US Naval assets from protecting the Liberty. Is Johnson guilty of Treason?

He's been dead for years, so he can't stand trial for anything. Without a trial he isn't guilty of anything. Innocent until proved guilty, remember.
