Help answer this question below.

A week ago I started noticing a white line across 1/4 of my monitor screen(bought 1 year and a half ago).Thought it's the monitor going bad,but maybe it's the HDD or Video card?(ATI RadeonX600 PRO).White line isn't always there, that got me thinking..?
