I'm an employer and I think you'd be crazy to not require references. It's the only way to know if what they're saying is complete bullshit.

I recenlty applied for a job with a school district and all of my references were checked. However, as someone who also has done hiring in the past I can say there's a certain amount of "why call" attitude, especially when you know the reviews are almost always glowing, even for workers that are probably not worth your time anyways.

Yes, they matter. I have NOT checked them in the past and did that come back to bite me in the A**! So checking them from now on!

I'm pretty sure references are still quite valid when selecting future employees.
