Um, no I don't know your definition of tally. Tally-Ho was used as a phrase in England as far back as 1772, and is probably derived from the French taïaut, a cry used to excite the hunting dogs when hunting deer. These days it can mean - here we go' and 'target spotted'. No, I wouldnt use it, not with my British accent, it would make me sound like I needed a large cocktail martini in one hand and a leather flying helmet and goggles in the other.
