Since no one seems willing to touch this one I'm going to merely echo what Elder Lyon suggests (implicitly) in his address: Allow each nation to develop their own non-doctrinal correlation guidelines and rules. That way each nation can develop an expression of Mormonism that is unique to their cultural context. I know that this is already happening to some small degree however it's clearly NOT enough or this criticism wouldn't have legs.
