for medical reasons, yes. there are chips that prevent seizures or allow paralyzed people to move limbs or communicate, so i would if i needed to.

No. Not now, or ever. Nobody is making a hole in my skull just so they can put a chip in my head that they'll probably use to make some negative action or condition happen.
Sure. I love the idea of being able to simply upload things into my head - the ability to instantaneously learn a language would be insanely useful to me. At the same time, I would want it to be a closed system. It'd be pretty freaky to have spyware in your brain or have someone hacking you.
