At the present time wishing to remain anonymous is an out of date way of simply saying I wish to remain anonymous.
Both look screwy.
Who wishes to remain anonymous?
Why not simply say,
"I wish to remain anonymous."
"He (she,) wishes or THEY wish to remain anonymous."
"At the present time" is unnecessary.
Is personnel singular or plural?
