Define "phone calls". If you mean "interactive, real-time voice communications", then yes, and it wasn't Skype or Vonage either.

I did about 7 years ago or so, but it didn't work too well back then. Kept breaking up.

Yes. "FreePhoneLine.ca" allows Canadians to download a free program that does this, and they even give you a phone number. You can record calls, send & receive fax, and there are a whole bunch of features that are also free, like caller ID, call forwarding, conference calls, etc.
