Unfortunately, no. Its become a part of the perm. Only time will relax it. It sucks, doesn't it? But, its better that having these weird little short little broken hairs sticking out all over the place. I had that happen once.

Actually, there is a way to avoid those rod marks. Ask your stylist if she can do an "off the rod" perm. My stylist perms my hair normally, but instead of adding the last step (which I believe is the neutralizer) with the rods in, she takes the rods out -- and then adds the neutralizer. My hair comes out beautifully permed, and it looks like I have naturally curly hair -- when in reality my hair is as fine and straight as can be, and has no body at all. I get a body perm, but this would probably work with any kind of perm.

If you wrap it off base then you will have less parts. Or you could have them do an alternative wrap like a spiral wrap. That will cause less parting.
