If you mean inside the eye, it has never been seen and I doubt that the pressures inside a stable eye can sustain a twister. Hurricanes do 'throw off' tornadoes all the time, thus when Florida is being hit by a tornado Georgia can be hit by tornadoes. The Eye of a tornado is very calm, a bit of a pressure difference between the inside and the outside of the hurricane. Larger hurricanes the eye passing over can lead to direct sunlight reaching all the way to the ground. This is not an area conducive to the formation of tornadoes.
