genetic lottery
usually the mother is lying
Usually lighter hair colors are recessive traits, sometimes the parents can have darker hair colors, but still carry genes for the lighter colors(browns and reds) If the child gets both recessive genes from both parents they could inherit the other hair color:)
DNA
Maybe they really don't have the same parents?
Hair color is more complicated than Mendel's pea plants. At least two sets of genes control it. One set for red/nonred, which may be contributed differently by same parents, and another combination of genes for blond/black/brown, which also may be contributed differently by the same parents.
