To a computer, a cookie is a nibble of information, technically known as name-value pairs, that is stored inside the Web browser on a user's machine. A browser that is compatible with cookies is very desirable. Cookies are stored when you visit a website and allow the site to identify your computer when you revisit, making it easier and faster to load the Web page. Despite the mass media hysteria, cookies from major shopping and information sites are not dangerous to your computer. You can stop cookies from being accepted by your browser by choosing the tools option and blocking all cookies, or setting your browser to ask you each time it encounters one if you want it installed. If you develop problems with your browser, slowing or freezing, the most common cure is to delete your temporary Internet files, which will include your cookies file. All browsers will run without cookie files, but somewhat more slowly, and you might not get a full Internet experience at some sites. "Internet Core Protocols" Eric Nall 2000Cookies' Use

Just as James said, a cookie in reference to computers is a piece of information stored within memory for future use. Ever notice that whenever you first visit a site it's somewhat slower to upload than afterwards? This is because of cookies. Cookies can also store information such as passwords, usernames, etc. The dangers of cookies are very few, and very rare so if you're not one of those paranoid types don't even concern yourself with these "dangers". OK, there are cookies that are used to track what sites you visit to determine what ads would appeal to you, this is the most common "danger" associated with cookies.
Also, cookies take up memory, which means they can eventually begin to hinder your computer's performance, particularly speed. Just as James Walrod stated, it's as simple as deleting your temporary internet files.
