  • Anything you put on the skin remains mostly on the skin. It may penetrate a layer or two, but it does not get deep down inside the skin. Lip balms protect the lips, keeping what moisture your body is producing inside your lips In your lips, while moisturizing the first 2 layers of skin. Medicated ones also have medicine to help heal chapped (raw) lips. Vitamin E does get a bit deeper into the skin than water, but not all the way. Thus when you use a Vit E topical oinkment one needs to also take Vitamin E pills as well. One should address the cause of dehydration. If its lack of moisture in the air then use a humidifier. If its due to cold/weather, then use a 'chapstick' type product that will add a layer of protection. Drink more fluids, free (very low) of sugar, no caffeine, no salt (with the exception of Gater-aid which has minerals and salts in it).
