In a way, the presidents speak for us. We hired them. But it is convoluted. There are power seekers and mavericks and all. Strong personalities in and out of office have influence. As long as one attempts to be an influence, however minor, he or she can take credit for affecting the society.

Out of many millions in this country only a few hundred - not more than a thousand at most - really influence national policy on any one issue.

It's a lot of folks, but ulitmately it is the leader who takes the risks and the rewards for making the decision.
