A learner's permit is a restricted license that allows someone to practice driving, accompanied by a licensed driver, with the goal of obtaining enough experience to take the driver's test. It ranges from 14 to 16 years old in the United States, and up to 18 years old for a provisional permit. Drivers who are older than 18 years old can receive an instructional permit. In the United States, the average required driving time for minors is 50 hours, within a period of six months. Adult learners need only a few weeks until they can apply for a driver's license. A fully licensed, individual has to be present at all times in the vehicle. The age of this licensed driver varies from state to state. Strict rules apply to additional passengers present in the vehicle (besides the licensed driver). Depending on the state, some do not allow other passengers, while others allow passengers depending on the relationship to the driver, age or driving experience.
