I like Dowd, she's been well-blessed by the snark fairy and she's far more entertaining than Rush. But I recommend looking elsewhere for a rational assessment of Limbaugh. . To the question, finally...sure. He is. So is our current President. Of the two, Obama is in the position to do the most harm.
