How do you mark answers 'not helpful,' and is there a process to remove inappropriate 'not helpful' tags?

you make an answer as not helpful, by downgrading it, hitting the minus button. there is no process to remove inappropriate downgrading--it's what the community feels of the answer.

answers can be flagged, but only as spam, or as nonsense/offensive, and then, if the AB team agrees with your flagging, the answer will be removed
