It depends on what you mean by 'bad'. Loss of short term memory, being slightly dazed, lack of motivation, and munchies are pretty common side effects. More serious health issues could include lung problems (if the person is chronic). In actuality, other than the last, there isn't really any serious side effects. Considering what alcoholism can do to some people, it might be a better option. Otherwise, it will depend on what you value personally.
There are prisons full of people who got caught using, selling, and growing marijuana. That's bad. If it was legal it wouldn't be bad for anyone.
People who are heavy users and have no ambition or motivation and don't hold a job more than a few weeks. They are good proof.
