I think the first question would be easier to form a hypothesis and test it, than the second question. The second one is more of a research topic, than a hypothesis and experiment question. For the first one, you will probably need a solar cell to work with. You could make a hypothesis like, "Solar cells must face into the sun directly in order to work the best". Then you could measure the power output when the cells are at various angles to the sunlight (including directly facing it). Or "Solar cells must be very clean in order to produce the most power". Then you could experiment with how much power they put out when they are various levels of dirty. Or "Solar cells put out the most power from red light". You could then try various colored filters, including a red filter, to see which color generates the most power. I could go on and on with this... but I think you get the idea.
