Really can't tell you any truth, but I know FEMA, like most of the federal government, is often severely dysfunctional. And I haven't seen Obama do much to change that, at least not yet.
FEMA Mitigation grants to property owners through State of Missouri have provided more than $108 million to mitigate 4,912 homes (including acquiring nearly 4,500 flood prone homes) statewide since the Great Midwest Floods of 1993.
Flood Insurance Program Continues Processing Claims
More than 20,000 flood insurance policies (20,384) in Missouri insure more than $2.7 Billion in assets. In Arkansas, there are 17,045 policies in force insuring more than $1.9 Billion. In both states however, flood insurance, though widely available is often not purchased, even by those with property in high-risk areas. In Springfield-Greene County, Mo., for example, officials reported 248 cases of damages. 92 percent of the owners had Homeowners insurance, but 87 percent did not have flood insurance. There are 18,997 policies in Missouri-declared counties and 7,406 policies in Arkansas-affected counties.
FEMA’s flood insurance partners in more than 80 insurance companies continue working overtime to process flood insurance claims including 894 claims in Missouri and 211 claims in Arkansas. More claims are expected as floodwater recede.

The NFIP Bureau Statistical Agent has deployed 2 General Adjusters to Missouri and 1 in Arkansas. The Bureau continues to monitor, the areas along the Mississippi River, in Mississippi and Louisiana.
In other flood-affected Midwestern states, the following NFIP claims activity has been reported to FEMA:
* Illinois: 94 flood insurance claims
* Indiana: 96 claims
* Kentucky: 65 claims
* Ohio: 133 claims
* Texas: 47 claims
